Police Net Cleanup 2021: 62,000 Cases, 103,000 Suspects

To crack down on online crime, protect the digital economy and defend the public’s lawful rights, public security organs continued the special ‘Clean Net’ campaign through 2021, focusing on prominent online crimes and disorder with full-chain enforcement.

Figures from a Ministry of Public Security briefing: over 62,000 cases handled in the year, up 10.7%; more than 103,000 suspects detained, up 28.7%; and over 27,000 internet enterprises and units given administrative penalties – a substantial defence of cyberspace security and online order.

Personal information and data crime

Targeting new trends in trafficking citizens’ personal information, including hidden spaces such as darknets, police handled over 9,800 personal information infringement cases and detained more than 17,000 suspects in 2021. Against apps collecting personal information beyond authorised scope, the ministry advanced cybersecurity inspection and rectification and established a long-term mechanism against crimes harming personal information and data security.

Four black industries cut off

Illegal payment settlement, advertising promotion, hosting facilities and technical support are the four key black industries supporting cybercrime. Focusing on them, police dismantled over 6,000 gangs and detained more than 73,000 suspects, and screened and handled over 440,000 items of illegal information, effectively curbing the spread of related crime.

Games and gambling content

Online games carrying gambling and pornographic links and content harm public health. In 2021 police focused supervision on high-user games: over 450 internet game companies inspected and 134 problem games dealt with, cleaning up the online environment.
