MIIT’s Information Communication Administration said on 26 July that, building on earlier special rectification of apps, it will further sort out hot and difficult issues in the internet industry that draw wide social attention, have broad impact and provoke strong public complaints, and launch a special rectification campaign for the industry.
The campaign focuses on four areas with eight problem types across 22 specific scenarios: disturbing market order, infringing user rights, threatening data security, and violating resource and licensing rules.
On market order, the focus is malicious blocking of website links and interfering with other companies’ products or services, including restricting normal access to other links without justification and applying discriminatory blocking.
On user rights, the focus is app splash screens and pop-ups that deceive or mislead users and forced personalisation, including full-screen pop-ups that are really redirect links and fake close buttons in targeted pushes.
Notably, this continues MIIT’s running campaign on app splash screens and pop-ups: on 8 July it had already pledged continued special rectification of apps, and the national anti-pornography office, in its 2021 New Wind campaign, has targeted pop-up advertising, toughening penalties for vulgar and borderline-pornographic pop-ups and tracing the sources of illegal pop-ups on pornographic sites.
On data security, the focus is companies failing to take required managerial and technical measures in data collection, transmission, storage and external provision, including transmitting sensitive data without encryption and providing data to third parties without user consent.
On resources and licensing, the focus is “black broadband” and unfiled website registration, including subletting or using irregular network access resources and failing to update registration information.
Next, the campaign will push companies to self-inspect and rectify, collect and verify leads, build issue ledgers, strengthen enforcement and accountability, consolidate corporate responsibility, enhance coordination, enforce integrity and self-discipline, do publicity and guidance well, and form a long-term mechanism, so that results are real and the public’s sense of gain genuinely improves.
