Under WeChat mini program operating rules, companies generally need a Network Culture Business Licence to play video or live stream on mini programs. The service categories the mini program platform opens for video mainly fall into three types, with some differences in enterprise qualifications, as follows.
1. Other video
Applies to providing video playback and viewing services, including but not limited to self-produced programmes, relayed programmes and programme aggregation operation services, and to services whose information display includes other forms besides video, such as graphics, audio and animation. (Note: 1. if current-affairs information services are provided, the current-affairs information category must be added; 2. after selecting this category, the first code review must be confirmed by the local internet authority, expected to take about 7 days.)
Required qualification (choose one of six): the Information Network Transmission of Audiovisual Programmes Licence; the Radio and Television Programme Production and Operation Licence; the Radio and Television Channel Licence (for TV stations); the Radio and Television Programme Broadcasting Institution Licence (for TV stations); the Unified Social Credit Code plus an explanation letter (for government entities); or the Public Institution Legal Person Certificate plus the permission document of the institution’s supervising department (for public institution entities).
2. Video plaza
Applies to providing video playback and viewing services, including but not limited to self-produced programmes, relayed programmes and programme aggregation operation services, and to services where video is the only information display form, aggregating video content across industries. (Same notes as above.)
Required qualification (choose one of two): TV stations, radio stations, government and public institution entities provide one of the six qualifications listed above; enterprise entities provide the Information Network Transmission of Audiovisual Programmes Licence.
3. Animation
Applies to providing online animation reading and similar services.
Required qualification (choose one of two): the Internet Publishing Licence together with the Network Culture Business Licence (business scope must include animation products), or the Online Publishing Service Licence together with the Network Culture Business Licence (business scope must include animation products).
