MIIT Issues Three Plans in One Day, Charting IT Industry’s Five-Year Route

The Ministry of Industry and Information Technology released three heavyweight plans in a single day: the 14th Five-Year Plan for the deep integration of informatisation and industrialisation, the 14th Five-Year Plan for the software and information technology services industry, and the 14th Five-Year Plan for the big data industry. Under these plans, by 2025 the business revenue of software enterprises above a designated size is to exceed 14 trillion yuan, and the measured scale of the big data industry is to exceed 3 trillion yuan.

The three plans will guide the information industry onto a new journey. Officials explained them at a MIIT press conference.

Industrial internet platform penetration to reach 45% by 2025

Xie Shaofeng, head of MIIT’s Information Technology Development Department, said the integration of informatisation and industrialisation is the defining feature of China’s new-type industrialisation, the necessary path for the digital, networked and intelligent development of manufacturing in the new stage, and the meeting point for building a modern manufacturing power in the digital economy era.

The integration plan sets concrete goals: by 2025, informatisation and industrialisation should be integrated over a wider range, at greater depth and at a higher level; new-generation information technology should penetrate every field of manufacturing; the pace of digital transformation in manufacturing should visibly quicken; and the national integration development index should rise to 105.

Specific indicators include 80 percent penetration of digital enterprise management, 85 percent penetration of digital R&D and design tools, 68 percent of key processes under numerical control, and 45 percent penetration of industrial internet platforms.

On industrial internet platforms, Feng Wei, a division chief in the department, said platforms are now applied across more than 40 key sectors of the economy, with their empowering effects increasingly visible. Going forward, MIIT will let applications lead, using standardisation to accelerate large-scale platform adoption: focus on the pain points of industrial transformation, identify key industrial scenarios, achieve the digitalisation of industrial scenarios and the standardisation of solutions through platforms, and let standardisation drive scaled rollout.

Xie Shaofeng said the plan matters for speeding the deep integration of new-generation information technology with manufacturing, building a modern industrial system that is data-driven, software-defined, platform-supported, service-enhancing and intelligence-led, and advancing the development of a strong manufacturing and network nation.

Software revenue above designated size to exceed 14 trillion yuan

The software and IT services plan is the fifth five-year plan for China’s software industry, which Xie Shaofeng said reflects the sector’s importance. It targets software business revenue of enterprises above designated size exceeding 14 trillion yuan by 2025, with average annual growth above 12 percent; breakthroughs in the supply of basic components during the plan period; a markedly stronger guiding role for standards; effective resolution of weak links in the industrial chain and continuous strengthening of chain resilience; more than 1 million industrial apps; the cultivation of a group of backbone enterprises with ecosystem-leading power; and the high-standard completion of at least 20 renowned Chinese software parks.

The plan sets five key tasks: upgrading the software industrial chain; improving the industrial foundation; strengthening innovation capability; stimulating new demand from digital development; and improving a collaborative, shared industrial ecosystem.

It also calls for building two to three open-source communities with international influence during the plan period. Wang Weiwei, a division chief in the department, said the plan period will leverage open-source foundations and other professional organisations to lead and guide, improve open-source governance mechanisms and rules and promote open-source ideas; accelerate infrastructure such as open-source code hosting platforms; and incubate foundational, forward-looking open-source projects in key fields.

Industrial software is another priority. Wang said the focus will be on key technologies and products, pooling industry innovation resources, consolidating common technologies and continuing to fill gaps in high-end industrial software.

Big data industry to exceed 3 trillion yuan

“We are accelerating into a digital economy era in which data is the key factor of production,” Xie Shaofeng said, introducing the importance of the big data industry. Compiling the big data plan aims to promote high-quality development; it is the second five-year plan for the sector.

The plan’s overall goal for the period is a measured industry scale above 3 trillion yuan by 2025 with average annual compound growth around 25 percent, and the basic formation of a modern big data industrial system marked by strong innovation, high added value and independent controllability.

Since the 13th Five-Year period, eight national big data comprehensive pilot zones including Beijing-Tianjin-Hebei, Shanghai and Guizhou have pioneered trials and built 11 national new-type industrialisation demonstration bases in big data, promoting industrial clustering with marked demonstration effects. China is accelerating the cultivation of the data element market: Guangdong and Jiangsu explored market-based allocation first; Shenzhen, Shanghai and Guizhou have issued data regulations; the Beijing International Big Data Exchange was founded in March; and the Shanghai Data Exchange opened just last week.

The plan sets key tasks in six areas: accelerating the market for data elements, leveraging the distinctive advantages of big data, consolidating industrial foundations, building a stable and efficient industrial chain, fostering a flourishing and orderly ecosystem, and strengthening the data security line of defence.

Xie Shaofeng said the plan period will promote the chief data officer system, supporting companies in bringing data strategy into daily management and operations; Jiangsu and other regions have already piloted it with useful experience.
