The Cyberspace Administration has published draft provisions on the administration of internet popup information push services for public comment. Popup services may not push unlawful or harmful content of the kind identified under the ecological governance rules for online information — in particular malicious speculation about celebrities, gossip and private matters, ostentatious displays of wealth, and content that trades on ugliness or vulgarity.
What the draft requires
News pushed via popups may not be reposted beyond authorised scope, and may not distort or alter the original headline or content.
User protection is explicit: nothing may interfere with or affect a user closing a popup, and every popup must clearly show the identity of the service provider. Algorithms may not be abused to profile underage users or push content that could harm their wellbeing.
Popup advertising must pass content compliance review, be clearly identifiable and marked as advertising, and close with one tap. Popups may not carry malicious redirect links or QR codes to third parties, and providers may not induce clicks, fake traffic or hijack traffic through the push service.
Providers must carry primary responsibility for content security, with working systems for content review, ecological governance, network and data security, personal information protection and minors’ protection — plus an easy-to-find complaint channel and prompt handling of reports.
For publishers and app developers, the draft reads as a checklist for how popups should already behave: honest identity, closable by design, ads labelled, and no dark patterns in the redirect.
